The Director, State Public Policy & Government Relations will focus on several key areas for Alnylam success: Monitoring, analysis of, and engagement on policy issues that support access to Alnylam therapies and an operating environment that fosters innovation; creation of materials for internal and external audiences; Massachusetts governmental engagement in support of Alnylam facilities; other state government engagement generally (legislature, executive offices, etc.); engagement with state policymakers and policy advocacy organizations; and assistance as needed on U.S.

federal public policy or government relations matters having a significant potential impact on the Companys business.

Principal Responsibilities:
– Monitor and assess the state policy and regulatory landscape to ensure that Alnylam is aware and in front of emerging policy issues.

– Analyze state public policy proposals, identify priorities, and develop slides or educational materials to present to Alnylam colleagues regarding risks and opportunities to Alnylam programs.

– Develop slide decks for use in meetings which review state public policy analyses, impact on Alnylam, advocacy strategies or political engagement strategies.

– Lead cross-expertise areas meetings with state policy consultants
– Create strategies for engagement with state government officials, patients, and stakeholders to support achievements of public policy priorities and that address risks to Alnylams business and patient access, and execute in a timely manner on approved strategies.

– Engage political and administrative officials in Massachusetts regarding matters concerning Alnylams manufacturing facilities and headquarters
– Engage political, senior administrative and Medicaid agency officials regarding potential, policy, regulations and proposed templates that support the use of Value Based Agreements (VBAs).

Liaise with internal, cross-expertise area teams to share updates on and analysis of state progress to authorize the use of VBAs.

– Monitor states prescription drug affordability board activities for potential threats to access for Alnylam’s medicines
– Engage state governmental entities (governors offices, state administration, state legislatures) to introduce Alnylam.

– Work with Alnylams patient advocacy team to support engagement by disease advocacy groups on state policy matters.

– Work with Medical Affairs, Commercial, Legal, and Public Policy teams regarding approaches to ensure patient access to Alnylam programs.

As appropriate, liaise and support Alnylams field reimbursement team regarding specific reimbursement or payment and access matters.

– Engage and support trade associations (BIO, MassBIO) to advance Alnylams policy positions and to support those organizations advocacy and policy engagement.

Serve on relevant policy and other appropriate committees.

– Support the execution of filings with state drug transparency laws.

– Influence and actively participate in the development of state government legislation and regulations to ensure a favorable environment for Alnylam programs and patient access (e.g., step therapy limits, etc.).

– Work with industry partners on key legislative and policy matters in states to ensure an environment that supports innovation and access.

Find opportunities to create coalitions among companies interested in similar state-level issues.

Education & Background Qualifications
– BS and Graduate Degree preferred.

– 8-10 Years of work experience required, preferably in biotech, pharmaceuticals or healthcare.

– Ability to provide internal partners with timely, accurate and well written information to communicate opportunities, threats, and business interests at the state level.

– Desire and interest to be a content creator with strong writing and PowerPoint skills, and ability to simplify complex political or regulatory requirements in writing.

Meticulous attention to detail and commitment to high quality and timely work product.

– Expertise in state public policy issues and analysis of impacts across various stakeholders and operational aspects.

– In-depth background in the analysis of state government processes, laws, and regulations
– Experience in Massachusetts governmental engagement, including state and local government preferred
– A record of success engaging state government engagement regarding innovative products.

– Familiarity with innovative strategies in Medicaid such as value-based agreements (VBAs) or other public-private partnerships
– Demonstrated ability to work effectively in a cross-cutting role that interacts effectively across numerous expertise areas such as market access, legal, medical affairs, patient advocacy, and commercial.

– A roll your sleeves up attitude and ability to manage and prioritize multiple issues and tasks and meet tight deadlines.

– Strong written and oral communications skills, an ability to present ideas and information clearly and succintly, and ability to lead meetings effectively with external or internal partners.

– Strong relationship management, collaboration, and interpersonal skills are essential.

– Travel 15-20% depending on meetings in states and state issues.
